Service charges in Dubai Hills Estate: the RERA index by building, type and year

The Dubai Land Department's service-charge index contains 52 entries for Dubai Hills Estate. Each entry means one thing: RERA has approved a rate for that building or part of the estate for that year.

Updated 22 October 2026Developer image

Owners of jointly owned property in Dubai pay a community service charge and receive bills every quarter. In Dubai Hills Estate, RERA approves the rate, and the approved rate appears in the public index of the Dubai Land Department. As of 22 October 2026, the index directory contains 52 entries ending in “Dubai Hills Estate”. Of these, 32 relate to individual buildings, while another 20 relate to the area's master community.

What it is.
A community service charge in a jointly owned building. RERA approves the rate, and bills are issued every quarter.
Where to look.

What to bear in mind.
The site shows the amount per square foot only after the “I am not a robot” check. 5 projects in the area have no index entries.

How this guide was compiled. A snapshot of the index directory was taken on 22 October 2026 at 11:10 Dubai time, and the area's entries were identified at 13:47 the same day. Sources: the Dubai Land Department website (DLD), the Mollak system and a Gulf News report on the 2019 law. The site displays annual rates in dirhams per square foot only after reCAPTCHA verification. That is why the article does not list amounts by building. Instead, it shows which buildings in the area appear in the index, their use types and the years for which they have an approved charge.

Who sets the rate: RERA, Mollak and the quarterly bill

The Dubai Land Department offers a service called the Service Charge Index. The service description explicitly states that the index shows RERA-approved service charges for jointly owned properties.

The Mollak homepage puts it more briefly: the index shows the RERA-approved rate for community service charges. Mollak is the system through which it all operates.

Who launched it. The Land Department launched Mollak through RERA. The system regulates jointly owned property in Dubai and monitors service-charge payments.

Who approves it. RERA grants service-charge approval through Mollak. An entry in the index is the record of that approval: building, use type and year.

How billing works. Owners receive bills every quarter. That makes 4 bills a year.

What the management company submits. Management companies registered with RERA must upload financial statements and common-area maintenance contracts to Mollak.

Mollak's page lists services that concern owners directly, including:

  • Service charge budget approval. This is the name used in the service list: “Services Charge budget Approval”.
  • Community financial documents. Submission of the community's financial statements and auditor's report.
  • Approved management companies. Mollak keeps their list in the section on owners' association operations.
  • Approved auditors. A separate list of auditors who review service-charge budgets.

The process has 3 parts. A management company registered with RERA uploads accounts and contracts to Mollak. Auditors from the approved list review the service-charge budget. Once RERA approves it, the rate appears in the index.

Law No. 6 of 2019: developers no longer set service charges themselves

Mollak reflects the provisions of Law No. 6 of 2019 concerning jointly owned property in the Emirate of Dubai. The system's page calls the law “concerning Jointly Owned Property in the Emirate of Dubai”.

On 19 November 2019, Gulf News reported on 3 changes the law made for owners:

  1. Entry into force. The law took effect on the date of publication, 19 November 2019.
  2. The developer's role. Developers no longer take part in setting service charges.
  3. Increases. No one may raise charges unilaterally without approval from auditors or RERA.

A building's service charge cannot be increased unilaterally. It requires approval from auditors or RERA, and the developer no longer takes part in setting it.

The same Mollak page brings together 2 circulars. The first, “2018/1 Registration in Mollak System”, concerns registration in the Mollak system. The second, “2019/1 Opening of Bank Accounts for Service Charges”, concerns opening bank accounts for service charges. Both were published on 12 September 2019.

According to the index directory, the earliest year with an approved charge in Dubai Hills Estate is also 2019. The project is Mulberry At Park Heights, which has entries for every year from 2019 to 2026.

How to find your building's rate: project, use type and year

The index is straightforward. The service description on the Land Department website sets out 3 steps:

  1. Project. Choose a project. Buildings in the area appear in the directory with Dubai Hills Estate at the end of the name.
  2. Use type. Choose what the charge is for: residential, retail, parking, offices or other types.
  3. Year. Choose the year for which you need the rate.

There are 3 ways to access the index: through the Mollak system on the Dubai Land Department website, on the department's own website, and in the Dubai REST app.

The rate requires verification. The site shows the annual amount in dirhams per square foot only after reCAPTCHA verification. Without it, you can see the project list, use types and years. As of 22 October 2026, no public file of rates could be found on the department website or Mollak's public pages.

The directory is public. The index's project list opens without verification. On 22 October 2026, it contained 5,875 projects across Dubai. Of these, 52 entries ended in “Dubai Hills Estate”.

The building name in the index may differ. The directory lists buildings in Latin script. Sometimes the name is repeated twice, separated by a hyphen, as with Fairways and The Grove retail units. One building may have several entries with different numbers. Before checking the rate, match the project name against your documents.

32 building entries: which ones are listed and since when

Below are all entries for individual buildings in the area's index directory as of 22 October 2026. The “Types” column uses the index's own labels: Residential means homes, Retail means shops, and Parking means parking. The “Years” column gives the years for which the index has an approved charge.

The table is arranged by the first year with an approved charge. It shows how the area entered the index.

The first buildings. Mulberry At Park Heights has entries from 2019, and Acacia At Park Heights from 2020. Both buildings appear in the index every year without interruption through 2026.

The longest continuous records. Mulberry At Park Heights has an approved charge for each year from 2019 to 2026, and Acacia At Park Heights from 2020 to 2026. Park Heights and Park Ridge each have six years, from 2021 to 2026.

New entries for 2026. Four projects first appear in the index in 2026: Ellington House Ii, Emerald Hills, Golf Place and The Golf Residence By Fortimo. Each has only one year so far.

Entries from 2025. Ellington House, Palm Hills And Majestic Vistas, Sway Residences and The Grove have been in the index since 2025. The residential and retail components of The Grove have separate directory entries.

Gaps and duplicate entries: what the years show

Several buildings have interrupted sequences of years in the directory, while others are listed twice. The directory does not explain why: it shows only the years with an approved entry.

No 2022 entry. Sidra has an approved charge for 2020-2021 and 2023-2026; Maple for 2021 and 2023-2026. Neither has an index entry for 2022.

Fairways is listed twice. Number 562438881 lists Fairways only for 2020. Number 1105934367 lists 2022-2026. Neither number has a 2021 entry.

Hills Grove And Views has three entries. The separate "Villa" entry, number 524217184, covers only 2021. "Hills Grove and Views", number 1105936480, covers 2023-2024; another entry under the same name, number 1522605153, covers 2025-2026.

The Grove has three entries. The residential entry, number 1054471461, covers 2025-2026. Retail appears under the duplicated name The Grove The Grove in two entries: number 1151178684 for 2025-2026 and number 1668284450 for 2026.

If your building appears more than once, find the rate under the number that includes the year you need.

Homes, retail space and parking: each has its own rate

The index lists rates by use type. A single building can therefore have several approved charges: for homes, retail units and parking.

Homes and retail space. Twelve buildings have both residential and retail use types: Acacia At Park Heights, Collective, Collective 2.0, Golf Suites, Golfville, Park Heights, Park Point, Park Ridge, Prive Residence, Socio, Sway Residences and The Pinnacle. For each of them, the residential and retail entries cover the same years.

Parking. Parking is a separate use type in Ellington House (2025-2026), Ellington House Ii (2026) and The Pinnacle (2022-2026).

Three use types in one building. The Pinnacle alone has residential, retail and parking entries, all for 2022-2026.

Residential only. The remaining buildings have a single use type in the directory: Residential. These are Club Villas, Emerald Hills, Fairways, Golf Grove, Golf Place, Hills Grove And Views, Maple, Mulberry At Park Heights, Palm Hills And Majestic Vistas, Parkways, Sidra, The Golf Residence By Fortimo and the Residential entry for The Grove.

DHEMC master community: 20 entries by plot status

The directory also includes entries with DHEMC in the name. These are entries for the district's master community. They are divided by plot status and use type. The statuses are Permised, Under Construction (a plot under construction) and Vacant (an empty plot). All master-community entries cover only 2025 and 2026.

Each table row represents two directory entries, one for 2025 and one for 2026, with different numbers. Ten rows make 20 entries.

How to look it up. Master-community entries are separate from building entries. For a master-community rate, select the Dubai Hills Estate project marked DHEMC, then choose the required plot status, use type and year.

Residential in three statuses. The master community has Residential entries with all three plot statuses: Permised, Under Construction and Vacant. That makes three separate entries per year.

Which entries are absent from the index

Five district projects with names ending in "Dubai Hills Estate" are absent from the directory: Lime Gardens, Park Field, Park Horizon, Golf Grand and Hills Park. Nor are there any entries containing "lime", "park field", "park horizon", "golf grand" or "hills park" under any other project-name ending.

All five appear in Land Department tenancy contracts for the district. Their apartments are rented out, but as of 22 October 2026, none has a directory entry with an approved charge. The publicly available pages of the Land Department and Mollak do not explain why.

For owners, the takeaway is simple: if your building is one of these five, its rate cannot be found in the public index as of 22 October 2026.

Dubai Hills Estate and its neighbours in the same directory

The same index directory shows the number of entries for neighbouring districts. As with Dubai Hills Estate, the count is based on the ending of the project name.

The count shows how many district projects are in the directory, not the size of the charge. Arabian Ranches is listed under three endings: "Arabian Ranches II", "Arabian Ranches 3" and "Arabian Ranches 2".

How to calculate the annual charge and quarterly bill

The index gives an annual rate in dirhams per square foot. Multiply the rate by the area to calculate the charge for your apartment or villa.

  1. Find the rate. Select your project, use type and year, complete reCAPTCHA, and note the rate in AED per square foot.
  2. Use the area in square feet. The rate is per square foot, so the area must also be in square feet.
  3. Multiply. Rate times area gives the annual service charge.
  4. Divide by four. Bills arrive quarterly. Divide the annual charge by four to estimate one bill.

If you also have a parking space. Ellington House, Ellington House Ii and The Pinnacle have a separate Parking use type. Look up its rate separately under Parking.

If you own a retail unit. In the 12 buildings with a Retail use type, and in The Grove's retail entries, retail units have their own rate. For an apartment in the same building, use Residential.

If you need a previous year. The index covers 2019-2026, with a separate listing for each building. Find the rate for a previous year under the project number that includes that year.

What this formula does not include. It calculates only the RERA-approved service charge. The index does not show other owner costs.

Pros and cons for owners

Worth noting: the rate sits behind a check. The website shows the amount in dirhams per square foot only after reCAPTCHA. There is no publicly available table of rates for every building.

Worth noting: not every building is in the index. Lime Gardens, Park Field, Park Horizon, Golf Grand and Hills Park were not found as of 22 October 2026.

Worth noting: missing years. Sidra and Maple have no entry for 2022, and Fairways has none for 2021. Several buildings have entries under different numbers.

Worth noting: a short record for new buildings. Four projects have 2026 as their first and only index year. DHEMC has only 2025 and 2026.

What works in an owner's favour. RERA approves the rate through Mollak, and the approved rate is publicly available in the Land Department index. Under Law No. 6 of 2019, developers no longer take part in setting charges. They cannot raise charges unilaterally without approval from auditors or RERA.

Reporting visible to the regulator. RERA-registered management companies upload financial statements and common-area maintenance contracts to Mollak. Service-charge budgets are reviewed by auditors from an approved list.

Bills four times a year. Bills arrive quarterly, and the rate used to calculate them is visible in the index in advance.

Who should check what in the index

Who you areWhich entry to check
Owner of an apartment in a building with retail spaceYour building, Residential. Acacia At Park Heights, Collective, Collective 2.0, Golf Suites, Golfville, Park Heights, Park Point, Park Ridge, Prive Residence, Socio, Sway Residences and The Pinnacle have a separate Retail type.
Owner of a parking spaceParking in Ellington House, Ellington House Ii and The Pinnacle. No other district building has a separate parking type in the directory.
Owner of a retail unitYour building's Retail type. At The Grove, retail units are listed separately under the duplicated name The Grove The Grove.
Villa ownerYour project, Residential. The index has no separate villa type: Club Villas and the Hills Grove And Views entry (Villa section) are listed as Residential.
Owner of a building with a 2026 listingEllington House Ii, Emerald Hills, Golf Place, The Golf Residence By Fortimo: the index currently has entries only for 2026.
Owner in Lime Gardens, Park Field, Park Horizon, Golf Grand or Hills ParkNo directory entry as of 22 October 2026.
Anyone who needs the master-community rateDubai Hills Estate, labelled DHEMC, with the relevant plot status (Permised, Under Construction or Vacant) and use type, for 2025 or 2026.

Easy mistakes to avoid

  1. Using the retail rate instead of the residential rate. In 12 buildings across the district, the same project is listed under two types: Residential and Retail. For an apartment, select Residential.
  2. Forgetting parking. Ellington House, Ellington House Ii and The Pinnacle have a separate parking type in the index. If you have a parking space, check that too.
  3. Checking the wrong year. The index rate is for a specific year. The 2025 and 2026 rates are separate entries.
  4. Mixing up similar entries. The residential and retail entries for The Grove, both listed under the same name in the directory, are different projects: one is residential, the other retail. Fairways and Hills Grove And Views have several entries for different years.
  5. Looking for a building that is not in the index. Lime Gardens, Park Field, Park Horizon, Golf Grand and Hills Park could not be found in the directory under any variation of their names as of 22 October 2026.
  6. Expecting one annual bill. Owners are billed quarterly. Plan for four bills.
  7. Thinking a developer can raise the charge. Law No. 6 of 2019 excludes developers from setting charges. A unilateral increase without the approval of auditors or RERA is impossible.

At a glance

Who approves the service charge in Dubai Hills Estate?

RERA, through the Mollak system. The approved rate appears in the Dubai Land Department's Service Charge Index. Owners receive bills every quarter.

Where can I find my building's rate?

In the Service Charge Index, via the Mollak system, on the Dubai Land Department website or in the Dubai REST app. Choose the project, use type and year. The site shows the amount in dirhams per square foot after reCAPTCHA verification.

Can a developer raise the charge?

Under Law No. 6 of 2019 on jointly owned property, developers no longer take part in setting charges. No one may raise charges unilaterally without approval from auditors or RERA. The law took effect on 19 November 2019, the date it was published.

How many Dubai Hills Estate buildings appear in the index?

As of 22 October 2026, the directory contains 52 entries ending in “Dubai Hills Estate”. Of these, 32 entries relate to individual buildings, representing 29 distinct names. The other 20 entries belong to the DHEMC master community.

Why does one building have several rates?

The index lists a separate rate for each use type. In 12 buildings in the area, residential and retail are listed separately; Ellington House, Ellington House Ii and The Pinnacle also list parking. The Pinnacle lists all 3 use types in the index.

How do I calculate my annual payment?

Multiply the rate listed in the index, in dirhams per square foot, by your property's area in square feet. This gives the annual service charge. Bills are issued quarterly, so divide the amount by 4 to estimate one bill.
